ISLAMABAD: With anxiety to a augmenting cases of child work (especially domestic labour) and woe on children in forced servitude, we wish to prominence only one factor, among many, contributing to a slight of Pakistani children. That is a sobering fact that we do not adore a children a approach relatives should, in a healthy order. If we loved, stable and cared for a children as we should, no turn or quantum of poverty, unemployment, hunger, destitution, or stupidity would offer as an excuse, motive or “justification” for a augmenting use of selling, trafficking, pledging, bonding, indenturing, prostituting, filming, disfigurement, labour, subjugation and abandonment of Pakistani children, primarily by their relatives — not even in a remotest feudal, tribal, orthodoxy-ridden, poverty-stricken farming background or in a civic slums. Children are speechless and powerless. Hence, if relatives do not, cannot, or will not adore and strengthen their children, afterwards we direct that a State contingency do so — “riyasat hogi maa ki jaisi” — so a State contingency turn a Guardian (wali) of all such children and take on a shortcoming of children’s elemental right to life and dignity, as good as to child survival, protection, development, earthy and mental health, and preparation needs (Constitution Article 25-A).
