The Action Committee for Development of Sector E-12 has requested the Chief Justice of Pakistan and the Prime Minister, to direct Capital Development Authority (CDA) to secure possession of the sector and complete earliest possible simultaneous development of 4 sub sectors of E-12, says a press release.
Nazar Hussain, Coordinator, Action Committee for Development of Sector E-12, said that keeping in view experience of last 30 years and traditional dealings of CDA there seem no ray of hope or silver line for development of the sector. on behalf of 4,430 plot owners and decades long victims of CDA including widows, orphans and the senior most citizens, the remaining alive allottees, humbly request the Honorable, Chief Justice of Supreme Court Justice Mian Saqib Nisar and the Prime Minister Mohammad Nawaz Sharif, to direct CDA to secure possession of the sector and complete earliest possible simultaneous development of 4 sub sectors of E-12.
He said that Sector E-12 acquired in 1987, launched in 1989, has not yet been developed by the CDA. He said that hundreds allottees passed away amid dreams of their own house.
Nazar Hussain said that CDA acquired Sector E-12 in 1987, launched a housing scheme there in 1989 and allotted 2,730 plots to CDA employees as well as through draw to general public. Moreover, 1,700 plots were allotted to in service and retired Federal Government Employees of all cadres including widows of such deceased employees, on the basis of age wise seniority, through Federal Government Employees Housing Foundation (FGEHF). Some plots were allotted on market rate and a number of plots were purchased by the Overseas Pakistanis. CDA and FGEHF had received full cost of plots and development charges from the allottees.
He said that the federal government employees and retired employees who were allotted plots were then in their late fifties and late sixties years of age, respectively, and by now more than two third in service allottees and almost 100 percent retired allottees passed away due to age factor amid dreams of their own houses and leaving behind different tales of their sufferings. The allottees and widows / orphans of deceased allottees have been living a hard life and spent millions of rupees as rent on hired houses in last 28 years. They kept on running from pillar to post for development of the sector and to manage a shelter for themselves and for their families but nothing tangible happened except false promises. CDA with all its organizational set up miserably failed to secure possession of acquired land of sector E-12 and develop it in last 28 years whereas its twin sector D-12 was developed in 2009, and subsequently launched sectors I-14, I-16, G-13 and G-14/4 were also developed.
He said that there has been a considerable increase in encroachments and built up properties (BuPs). CDA neither checked encroachments nor took any action against the same including those built under his nose even by non-owners and non-residents of sector. CDA did not develop sub sector E-12/2 possession of which was secured few years before and E-12/3 where there are nominal BuPs.
“Although Sub-Committee to NA Standing Committee on Government Assurances in their couple of meetings with CDA from January to May 2017, made sincere efforts to resolve the issue but CDA as usual started from zero and spent this time in mere a fresh survey of BuPs instead of a decisive solution,” he added.
