Intriguing bias in implementation of Interior Ministry directions

ISLAMABAD: The chief commissioner Islamabad has reportedly earned the ire of Interior Minister Chudhary Nisar Ali Khan over the issue of employees who are on deputation in Islamabad administration.

Well placed sources have informed this scribe that the interior minister has expressed his anger over an attempt of the chief commissioner Islamabad to deceive his ministry when he submitted an incomplete list of employees who are serving in the Islamabad Capital Territory (ICT) administration on deputation basis.

According to reports, the number of employees whose services have been acquired on deputation to serve in the ICT administration from other ministries and departments, federal as well as provincial, have exceeded from 200 in numbers.

Among them some 62 employees have also been absorbed by the ICT administration while 155 are still serving on deputation basis. The absorption of these employees by the ICT has been done in line with the laid down rules and regulations.

The sources said that the chief commissioner submitted a list to the ministry of interior according to which only 16 employees were working in the administration on deputation. The interior minister ordered to send all these employees back to their parent departments in compliance with the orders issued by the Supreme Court of Pakistan.

However, the chief commissioner ordered only five employees to leave their charge and report to their parent departments while orders regarding 11 other employees were left pending.

An intriguing factor is that the chief commissioner has also ordered repatriation of some employees who have already been absorbed in the ICT after completing all the necessary legal and codal formalities, including the legal opinion of the Ministry of Law and Justice.

Simultaneously, the chief commissioner submitted a separate list in the Islamabad High Court in which he declared that 200 employees were working in administration on deputation basis.  These employees include two assistant directors, five Deputy (Naib) Tehsildar, 11 Naib Qasids, one watchman, one sweeper, one superintendent, three EACs, four assistants, two upper division clerks, nine lower division clerks, 18 ‘patwaris’, ETO, sub-inspector, sub-engineer and a designer.

The sources said that the minister has ordered relevant officials to investigate this matter. The ministry has obtained a list of 200 employees through its own sources and the officials will match both lists.

Meanwhile, the chief commissioner has written to the ministry of law and justice to seek legal opinion on the issue. The sources said that the commissioner is trying to save his favourite employees by involving the law ministry in the matter and delaying it.
