The National Vocational and Technical Training Commission has begun a programme to recognise and certify the competence of skilled workers from the informal sector.

Under the Recognition of Prior Learning programme, the workers, who have acquired skills informally, will undergo a competency-based assessment before getting the NAVTTC certificates on clearing it.

The RPL is part of the Competency Based Training and Assessment (CBTA) Programme run under the selected vocational trades across the country to bring a paradigm shift in the delivery of technical and vocational education and training.

The CBT Programmes are designed and delivered by adopting a systematic approach, focusing on better employability of the trainees with strong market linkages. According to a relevant official, the approach enables skilled workers to get their skills recognized and thus, having access to better job opportunities and advanced education locally and internationally.

The programme will help the NAVTTC examine the evidence of past learning and experience and enhance national and international acceptance of certified skilled workforce from the informal sector.

The official said the NAVTTC had planned to carry out assessment of around 300 skilled workers across the country in different trades during this pilot phase.

He said 65 skilled workers had so far been qualified in mason and auto-mechanic trades according to the National Vocational Qualifications Framework.
