NAB, police can’t handcuff suspects until convicted: CII

A committee has been formed to review the laws on the matter

A suspect cannot be handcuffed until convicted, said the Council of Islamic Ideology on Thursday.

It’s not permissible in Islamic Shariah to handcuff a suspect until they are proven guilty, CII Chairperson Qibla Ayaz told the media after a meeting of the council.

Police and the National Accountability Bureau were warned on the issue. CII has constituted a committee to review all relevant laws.

“Humiliating a suspect in media even before their guilt is proven is against fundamental Islamic values of human dignity,” said Qibla Ayaz. “NAB should avoid handcuffing its suspects and humiliating them.”

Similarly, if police personnel do so, it is against the Islamic Shariah, he said. You may handcuff a suspect in case you fear violence from them.

No other issues could be discussed at length. “CII couldn’t reach a final decision over the wine issue,” said Qibla Ayaz. We will consult leaders of other religions to tell us with definitive references about their religious position on the use of alcoholic beverages, he told the media.

The CII chairman condemned the terrorism in New Zealand that left nine Pakistanis among at least 44 others dead and paid tribute to New Zealand’s prime minister Jacinda Ardern over handling the issue.
